Job Description

 

Key Responsibilities
• Develop detailed project scope statements and document complex business and technical requirements
• Elicit business goals, information needs, priorities, and constraints from stakeholders and subject matter experts
• Analyze alternatives and recommend optimal solutions
• Create and manage project schedules, milestones, and deliverables using project scheduling tools
• Identify and document resource needs and coordinate activities across agency program areas
• Manage project budgets using cost estimating and control tools
• Design and implement quality metrics to measure project performance
• Develop and maintain comprehensive project communication plans
• Prepare detailed project reports and present status updates to stakeholders, sponsors, and executive leadership
• Complete and submit weekly status reports in the ITS Project Repository (ITSM)
• Direct, coordinate, and oversee project staff, vendors, and cross-functional teams
• Identify, monitor, and mitigate project risks and issues
• Manage vendor and contract relationships
• Recommend, evaluate, and manage changes to project scope, schedule, and resources
• Support PMO initiatives including portfolio and performance analysis
• Actively participate in PMO meetings and required training
• Complete all mandated ITS and NYS training
• Ensure transition and knowledge transfer of all project artifacts to state staff

Mandatory Qualifications
• Expert-level Project Manager with 84+ months of experience leading large, cross-functional IT projects of significant scope and impact
• 84 months managing 3–5 concurrent application development projects (COTS and in-house) ensuring vendor delivery of upgrades, configurations, custom development, testing, and incident triage in compliance with SSDLC
• 84 months managing the full project lifecycle including budgets, MS Project schedules, scope, communication plans, quality standards, and project closeout
• 84 months developing and managing project schedules using Waterfall, Agile, and Hybrid methodologies, including baseline tracking, variance analysis, and executive-level reporting
• 84 months developing, writing, and managing detailed scope documents, project plans, schedules, budgets, deliverable acceptance, and change control processes
• 84 months experience in project quality planning, quality assurance, system testing, UAT, defect management, metrics tracking, and governance
• 84 months leading multi-phased, high-visibility IT projects for State agencies with executive reporting and strict compliance requirements
• Active PMP Certification required
